Temporarily allow staff to edit any list so that staff can edit gene id and transcript and reprocess lists affected by v4 custom list bug. Will be reverted once the lists are corrected.

Merging despite the failing test because this fails in the expected way, a commit pushed afterwards will modify the code to make the test pass once again, rather than this commit modifying the test.
