Add support in

data pipeline to take in 4.1 data
worker to process 4.1 data from pipeline, and to automatically turn 4.0.0 -> 4.1.0 lists
model, view, serializer for new shape of 4.1 data (inclusion of joint field in freq)
frontend to request 4.1 instead of 4.0 for v4
