Elaborate on tooltip for filtered variants #97

Tooltips for filtered variants should do a better job of explaining why the AC in the calculator doesn't match the AC in gnomAD. They should include which filters the variant failed in and in which sample set (exomes/genomes).

@sambaxter For variant lists created after today, hovering over the "filtered" flag in the variant table shows a tooltip that lists which filters the variant failed. If needed, we can add to that with descriptions of the filters.
