GCP's preemption is frustratingly a mystery.

Now that Terra has enabled systematic monitoring, we should generate a report on this, based on a multitude of variables

time of day
day of week
date of month
month of year (we have stories Black Friday and Cyber Monday is a thing that affects us, 🤢 )
