tweaked how subcommands were added at runtime #159

This PR is mostly pointless but I try to remove eval when I see it. It also removes a bunch of empty files, allows the util submodule have a proper __init__ (rather than it being implied), and (IMO) makes the organization of the package a bit cleaner.
