Standardize on RedHat image; remove unneeded files #8

Currently there are 3 Dockerfiles in this repo:

Dockerfile --> based on broadinstitute/openidc-baseimage
Dockerfile.mod_security --> based on broadinstitute/openidc-proxy:latest
Dockerfile.ubi-minimal --> based on registry.access.redhat.com/ubi8/ubi-minimal

We are likely going to use Dockerfile.ubi-minimal in Terra. Once that is confirmed, remove the other Dockerfiles + associated files from this repo.

Note Dockerfile.ubi-minimal is not used in Terra yet. It almost works but causes an unfortunate issue where it crashes OpenDJ. The root cause is still unknown. See large slack thread for context/details.
