Refactor 4.image-and-segmentation-qc #28

Create a QC yaml file for 4.image-and-segmentation-qc. See #23 for discussion of approach.

There was a loooooot of conversation in #23, and I'm not pulling out an obvious "discussion of approach" upon trying to revisit it a year later. We now do have a yaml file in the template that has information specific to each step, including 0./4.image-and-segmentation-qc so I'm going to go ahead and close this issue.
