create logger #87

closes #52

draft currently logs warnings.

@gwaygenomics if you want to take a peek at this PR, let me know if it addresses what you had in mind for #52. It should create a separate log file for each step, log various "info" to show progress, log "warning" any time we have a warning in the script, and log any uncaught exception.

(I know it's probably not the most elegant to define the exception handling function within each module, but it's outside my skill level to extract it out.)

yes, this is exactly what I had in mind :) (probably even next-level)

I skimmed for general content, and not any specific syntax or documentation. Looks good from that perspective! 👍
