Adding conda environment #2

I wrestled on where the conda environment should be included. Should it live in the data template or the profiling recipe?

Ultimately, we're probably going to move away from conda (but this is wayyy off) so I decided it didn't matter too much. Let's add it here since a user will process their own data by generating a new repo with this template.

This means the burden is on the developers (@ErinWeisbart and I) to maintain the recipe code within the packages defined in this environment.yml.
