Moving MME_DISCLAIMER to settings.py #3407

This is a very minor and low priority feature request.

Currently MME_DISCLAIMER is within the code https://github.com/broadinstitute/seqr/blob/master/matchmaker/matchmaker_utils.py#L357-L374

It would be good that it was contained in settings.py along with the other MME variables (e.g. MME_DEFAULT_CONTACT_NAME). But yeah, it's fine for now as we can just edit the file (matchmaker_utils.py) with disclaimer text specific for Boston Childrens Hospital MME node.

This is a good candidate for your team to submit as a pull request to the main seqr repo. We would be willing to upstream this change if you submitted it
