Adding Dockerfile and Batch Wrapper for VRS Annotation Script. Neither are final quite yet !

it would be helpful to edit the name of the PR ("Add files via upload") to more accurately represent what the PR is about

Also just noting that once this PR is complete, we should run it on our 100K test dataset and make sure that the output matches what they sent back to us from their test run
