Transxchange2GoogleTransit has an ArrayOutOfBoundsException when NaPTAN BusStopTypes are empty #336

When NaPTAN bus stop types are empty they have no enclosing "" but 
Transxchange2GoogleTransit tries to remove them anyway which results in an 
ArrayOutOfBoundsException.

I have a patch which fixes this problem.
