Implement a Vim plugin to yank lines of code, and paste the buffer contents as a new function. Current design thoughts

[x] range\fd to delete lines
[x] \fp to put below
[x] \fP to put above
[x] paste adds function braces and reformats

Extras include:

[x] on put or delete, ask the user for the function signature
[x] on delete, replace the yanked lines with the function call
[x] on put, also add a skeleton doxygen comment
