Refactor and test settings module, set up coverage #22

Refactor settings module to use processed properties from Pyproprop (https://pypi.org/project/pyproprop, https://pyproprop.readthedocs.io, https://github.com/brocksam/pyproprop).
Add full test coverage of pycollo/settings.py.
Add coverage reporting using codecov, pytest-cov and coverage.
