Citizens underground wall #15

The underground wall for citizens is disabled, not allowing fake citizens to use the ability to draw.

This bug is currently caused by the use of Fake Citizen, will look into a work around to fix this issue. Currently we can grant real citizen to users through the moderator panel to fix this.
