Add PoV display controls to FE #13

Create a React component that has controls for:

  1. Turning the PoV display on/off via the API endpoint in https://github.com/brodigan-e/capstone-POV/issues/6
  2. Changing the motor speed via the API endpoint https://github.com/brodigan-e/capstone-POV/issues/7
  3. Selecting the "active" image via the API endpoint https://github.com/brodigan-e/capstone-POV/issues/8 (possibly easier to add this to the "tiled" image view.
