Move this settings to the persistent (or move everything?).
This file is not encrypted, or either authenticated, for privacy reasons. But seems that if someone could change this file they probably can change the executable itself.
Create a new Section for authorities, which might be placed after "Representatives", in the sidebar.
The Nanollet trusts in some nodes in the network, using their votes. It's defined in the Quorum:
