Moved MenuBar: Issue #41 #51

Moved FXML from NavigationLayout into MenuBarLayout, added an tag back to navigation layout. Also added empty controller for MenuBarLayout called MenuBarController. There was an issue with accidentally pushing up my .idea directory which was removed the the subsequent commit.

I will look through this tomorrow. From what I've scimmed through it's all good.
