Arma3 1.71 added the ability to enable debug console for multiple players using a playerUIDwhitelist.
If we do switch to having a whitelist, the enableDebugConsole would be moved from the framework's Mission to the framework's Addon and modified to add the whitelisted playerUID's.
Note:
A mission's enableDebugConsole takes precedence over an addon, so any missions that still have the enableDebugConsole would override the addon whitelist.
Rhea has a debug console, so this is a low priority.
