Only "FRANCE_STRUCTURE" structure makes use of `_commonAT` #189

_commonAT is a misnomer, since only a Rifleman in "FRANCE_STRUCTURE" would get one.

_commonAT should probably be added to most units in "HIGH-TIER", some in "MID-TIER", and few or none in "LOW-TIER". "FRANCE_STRUCTURE" should probably be left as is and "US_STRUCTURE" should have the same changes applied as "HIGH-TIER".

For factions where units shouldn't receive any _commonAT, one could simply set _commonAT to ["", ""].
