Make read20 parse and skip over ANSI tape labels. #11

TOPS-20 DUMPER can optionally write ANSI tape labels. They appear as a file with 80-byte records, before the usual DUMPER tape contents.

@brouhaha, I rebased this and fixed the conflict.

Thanks, I will. I have permission but I don't exercise it without the repository owner's say-so.
