Configure MINVR and VRPN for Button events, joystick and tracking #20

MINVR has a VRPN plugin that has to be configured to receive events from the wand (controller)

Up to this date, the MINVR plugin is accepting events from port 3121. I'll close it when at least one MINVR application works with this configuration
