add jupyter-singularity app #71

jupyter app for singularity images. Just provide the path to the apptainer images in the form and it is good to go!

I initially created PR for the branch main, and later realized 01_RHEL9-upgrade is the production branch. I've merged the 01_RHEL9-upgrade branch to my changes, but the other changes probably will need to be reviewed.
