feat: add dynamic versioning for PyPI #174

Implements https://github.com/pypa/setuptools_scm#pyprojecttoml-usage for our project Adding a __version__ within the package is hard work and a bit tricky, so I suggest we don't do it.

This is pretty cool! Should we take advantage of this PR to change the name of the package to icesat2waves as Carlos proposed in #182 ?

Let's make a separate PR for that! I'm going to merge this!
