Moved "r-*" packages to the bottom of the list in requirements.txt

The image can be tested locally by running this command docker run -it --rm -p 8888:8888 gcr.io/jupyterhub-docker-images/php2650@sha256:240fd370351c46a2f70605bfafba64fd70863e279806f96013504dc4f8064e0d I tested this and I could load Rtsne, cluster, arules, keras packages.
