Adding condition for msprime package #78

Adding condition msprime>=1.2.0

Msprime requires gsl > 2.7 r-base=4.0.0 requires gsl < 2.7 Therefore, I'm updating r-base to 4.2.*

32 36.59 - package r-base-4.0.0-hdca8982_2 requires gsl >=2.6,<2.7.0a0, but none of the providers can be installed

This image is not tagged as 'spring2023'. Current tag is 'latest'
