WIP PR for 2024 updates to the Jupyter Hub image.

1:31 29/07/24: The values in the base image have been incremented, and the PR has been opened so CI can do it's thing.
10:18 30/07/24: "Updated" R Packages and added test classes. Rebased changes from main.

@anna-murphy I won't have time to clean up more before my flight so I created a few issues outlining what I had commented out #97 #98 #99 #100

Once MPA is working I would merge this branch to main and then work on the near class on a new PR
