refactor `gpkg_write()` #1

[x] vector write not working properly anymore
[x] better handling of list input for naming feature / tile sets / data_null
[x] basic post-processing/validating of result
[x] tests

I am happy with the functioning of gpkg_write() and think it is now more robust and better documented. Will create a new issue for the idea of validating geopackages.
