Linking between text in pdfs

Is there a way to link directly between text selections across pdfs / in a single pdf? The only way I could figure out to do it was to drag out an annotation from a selection and then drag another one out onto the text box that had been created (this behaviour wasn't really self-disclosing either - the tooltip saying "drag to place annotation" doesn't explain what happens if you drag it to another item).

linking a text selection in one pdf to a text selection in another is not currently possible with the ui.
