Ink positioning #751

When I move an ink stroke on top of a pdf/image, it automatically goes behind the pdf/image. Is there a way for it to be placed on top instead? ezgif com-video-to-gif (28)

any document can be dragged and embedded on a pdf/image/video by typing the 'a' (for annotate) key while dragging. It used to be that documents would always be added when dragged, but that caused a lot of accidental embeddings. We could go back to that, or maybe there's another way to decide between overalpping and embedding.
