I think it is working, but it doesn't disclose its functionality well. Try this:
bring in a web page and then resize it horizontally using the ctrl-key -- this allows you to set the web page's native width the way you want it. Once that's done, choose freeze content width.
Now when you drag horizonally using the ctrl-key, you're creating an annotation margin for the pdf.
This same concept exists for PDFs, except, since they don't reflow, you don't ever need to 'freeze content width' with them, you can just ctrl-resize to get a margin.
The freeze content width button doesn't work most of the time - I had tried it on another webpage and the width remained fixed, but I unfroze and then froze again and it stopped working.
Also, is there a difference between freeze content width and lock aspect? Should they be named the same?
