Opening properties panel opens another panel on the left hand side and resets PDF's _scrollTop to 0 #841

When opening the properties panel, another empty panel is created on the LHS - when it is selected it says "No documents selected" in the properties panel. Right click does not open up a context menu.

Additionally the PDF is scrolled to the top
