the settings panel color is whatever you set your user color to be. it lookse like you must have set your color to transparent?
My user color was initially already white. I just re-selected white and now the background is opaque. For first time users though, the background should be opaque & white by default.

not sure what's going on, but every account I've made defaults to gray. Gettting a transparent background is actually hard -- you can only do it by selecting the transparent icon in the user menu (the transparency sliders don't even work).
Right now it's transparent
