Inconsistent document display behavior in two tiles #918

Clicking on the upper right arrow to create a new tile with a document causes inconsistent behavior in the display of the two documents: the original docuement in the left tile does not scroll when the document in the right tile is scrolled. Then, clicking on a link in the website document in the left tile causes a replacement in both tiles. Finally, undo causes the original document in the left tile to be positioned in the same location as the document in the right tile.
