'Contexts' in Properties sidebar is empty #927

The 'Contexts' dropdown in the Properties sidebar is empty even though the document exists in multiple contexts.

Not a very useful screenshot, but nonetheless it shows an empty Contexts dropdown for the selected 'nested freeform' on the RHS.

This is a function of whether SOLR is running or not. It wasn't. I just started it up on browndash so Contexts should work.
