The ink arrow does not by default rotate around the centre (which is what I would expect) - and I can't see a way of changing the centre of rotation.
I wonder if, in a similar way to Photoshop, we should add a Transform mode (cmmd-T) for ink documents, this would also avoid clustering the document decorations and allow us to change things like the centre of rotation.
