Getting the PR up to see aggregated updates

Still have to handle:

[x] The comments above from review with Ben [ ] See if we can detect 3rd party cookies disabled and give a warning on Insert [ ] See if we can detect when a user already has full permissions and don't show dialog (backup - just use cookie which is incomplete because it's a Google account thing, not a login status) [x] Set config var on the main site in advance of deploying (GOOGLE_APP_ID)
