System language is not linked with extension language. Use Ctrl key instead Meta key for extension hot keys.

The only hot key that works is Alt+K — switch on/off. The keyboard keys do not work either. So, I tried a lot of other key combinations.
Below shows the settings in Systems Preferences for the first few additional languages added. System Preferences > Language & Region Shows the first few added languages. 
When I press " Alt+Command+Space " the Systems Preferences' choice of language changes to the next lower one. Below my computers language has been changed to Russian, the first alternate on the language list. Finder Bar > Language Choices with drop down menu.
I have to manually stop and reset my System Preferences' language preference back to English.

Another problem is the Browser Keyboard Layout does NOT change from English to Russian, nor are any of the keys active, before or after changing my computers language to Russian.
I hope I have given you enough to figure out why these problems are happening. . . I suggest you make a hot key to move back up the language list to English, when done typing. It is very annoying to have to reset this manually.
