Create the project's README.md file #22

The repo's README is the default Laravel's information and don't provide the necessary infos to those who want to contribute with the project.

It would be nice if you provide a README with basic information like the project's purpose, what we need to contribute and how to contribute, etc.

@Morkhusz improved readme, license. I created issues model. Updated docker files. Now we have a folder "docker" with these files.
