Add ability for config_generator to generate parallel links

Add ability for config_generator to generate parallel links:

• Configurable number of parallel links between leaf and spine
• Configurable number of parallel links between spine and superspine

This will allow us to break on or more links in a group of parallel links to test Fabric Bandwidth Balancing once it is implemented (separate issue)
