Some of the proposals in Eclipse, when applied and neutralized by their undo
proposal, don't return to the initial state in the project. This is an accepted
bug in Eclipse. When these proposals are applied, we have to force sync between
the original and copy project so that it returns back to the initial state
(actually this is also not completely true as there are better methods).
This optimization is about not evaluating these proposals so that we don't have
to check if the shadow project is still in sync after the application of UNDO
proposal (also we don't need to invoke forces syncs).

Decided to close. Fixed with rfb6179899969.
