"ship to" contact phone number should be a required field for scheduling/saving FedEx shipment

What steps will reproduce the problem?
1. Schedule a shipment using FedEx as the courier
2. Enter "ship to" contact info without a phone number
3. Save shipment

What is the expected output? What do you see instead?
"ship to" contact phone number is a required field for FedEx shipments and
user should not be able to save/schedule a shipment without this field
