Listing not limited to 20 rows in shipping module

1-Create 21 or more shipments (or just use nnewton on lintest...I've done the 
work
for ya)

Expected output:
View (20) records on pg. 1 in "shipments" and (1) record on pg. 2. 

Instead:
There are 21 or more shipment records on page 1. Page 2 is available but shows 
the
same (21) records from pg. 1. Also "results" show 
"Viewing items: 21 to 41 of 21".
