Can't change location description #54

What steps will reproduce the problem?
1. Create a location
2. Edit the location, changing only the description
3. Try to save the change.

What is the expected output? What do you see instead?
The location should save with its new description.  Instead you get the
following message:  'This Location Name is already in use. Please try another.'
