Support of DPT 7.001 (Pulses) #187

Hi, could you please add the data type DPT 7.001 (Pulses).

I need this to send the Temperature & Humidity values to the Dimplex-Heater. It will not work without this exact Datatype.

Do you need the datapoint for a specific accessory/characteristic or in scripts?
