Fix decoding string as DPT 16.000 and 16.001 #306

There is currently an issue where decoding bytes as string (DPT 16.000) contains a leading zero and trailing zeros. Decoding as DPT 16.001 contains trailing zeros.

The issue was discussed in German on the knx-user-forum.de

This issue should be fixed in 2.8.2-b2
