Mod-rewrite not enabled site not working #6

What steps will reproduce the problem?
1. if you don't have mod_rewrite enabled
2. click on any of the menu links gives an error messages.
3.

What is the expected output? What do you see instead?
contact page instead I get page 404

What version of the product are you using? On what operating system?
svn checkout http://yii-skeleton-app.googlecode.com/svn/trunk/
yii-skeleton-app-read-only 
on ubuntu 9.04, apache2, php5, yii 1.0.9

Please provide any additional information below.
once I moved the .htaccess file to .htaccess.bak the main page displays.
however any subsequent page does not it give the error message page not
found.  Since this is a skeleton most people should be able to use for
there project. not everyone has control over the modules enabled on apache.
Would it not be a good idea for the skeleton to work either way?
