Objective

Establish the foundation for a Github actions base CI suite.

Origin Document

Foundational.

Goals

Minimize the likelihood of merging bugs into main.
Provide structure for additional, future CI tasks like linting, running tests, etc.

Deliverables

[ ] A PR which adds a workflow to ensure that docker images in the repo build successfully. This should be done using the relevant steps in the README.md such that the result is consistent with that of a new developer (i.e. fresh repo clone).

Non-goals / Non-deliverables

Refactoring build scripts.
Refactoring the docker composition.
Adding automated tests.

General deliverables

[ ] Comments: Add/update TODOs and comments alongside the source code so it is easier to follow.
[ ] Documentation: Update architectural or development READMEs; use mermaid diagrams where appropriate.
