Fix Windows Itanium plugin script #22

I found out that some itanium updates were not being declined after using this plugin. I made this change to the plugin and all itanium and ia64 updates were declined correctly after. Let me know if I'm doing this right, it's my first time doing a pull request... ever

I have a couple other ideas I want to get in there before I do another release but when I do this will be in it.
