Add Button to update "editor-layer-index"

It would be great to have button in the app, that pulls the latest config from https://github.com/osmlab/editor-layer-index.

ATM the index-layer seems to be included in the app which is release only every other year.

So even if https://github.com/bryceco/GoMap/issues/82 is solved and the new app is released, the next change might tage a long while before it is included.

The app will automatically download the latest editor-layer-index once a week.

What happened? How come GoMap doesn't have the latest presets from iD anymore?

This refers to aerial imagery, not presets.
